Voters are angry at government no just for what it has done, but what it has failed to do. The late senator Sam Ervin of Watergate fame once offered some sound advice for lawyers facing difficult cases. If the law is against you, he said, pound the evidence. If the evidence is against you, pound the law. If they're both against you, pound the table.

Politicians have come up with their own version of Ervin's law: When you cannot satisfactorily explain your position or offer solutions, pound one another. (Chapter 1, “Why Politicians Don't Get Respect Anymore,” II, p. 21)
