As a verb, it's to Banish or exile. He belonged in an Insane Asylum Exile is to leave one's home or country. Granted, in his case, it may not have been voluntary, as he was arrested. As sick as he was, he was still a person. Of course, if you let your mind get even sicker, he was exiled from his home in jail by being killed (hopefully he went to hell and not heaven...otherwise, I'm horsemeat when I get there). It's a little sick and twisted (That's what I get for reading Horror Novels, Thrillers, and True Crime Novels, a sick and twisted mind), but it's the first thing that came to mind given the handicap of clue 1, so really just used clues 2, 3, and 4.
